Unable to change CHMOD Value

i log into my FTP Server and tried to change the CHMOD Value but they said "530 Access denied"
"Status: Set permissions of '/public_html/inc/config.php' to '666'
Command: SITE CHMOD 666 config.php
Response: 530 Access denied"

Btw, I;m trying to setup a MyBB Forum can anyone help me?
