Basic packet forum problem

Hey guys I am really new in this business and I would like to ask sth about web hosting I bought basic packet and wanted to make ultima online website with forum an etc and my friend who suppose to make website said its not possible with basic packet I have to upgrade to advance so is that real it's not possible to do sth like that? If not how I can upgrade my account to advance ?

Does running this forum require the use of PHP or databases? If so, you will need to order the Advanced package. It must be ordered separately, so please email us for a refund of your Basic package.
